MRFC se skládá ze 7 významných zahraničních osobností a zasedá zpravidla jedenkrát ročně. Mezinárodní rada zastává funkci nezávislého poradního a evaluačního orgánu. Výstupem společného jednání jsou doporučení a vyjádření formulovaná MRFC.
